It uses the default gateway from the vendor record unless you have 'allow choice of gateway' set to 'yes' on the 'My Quotes' tab of the 'Display Options' page, in which case, if you have more than one gateway published, it will offer a choice. In the next version (2.1) there is an additional built-in 'offline' gateway so that quotes can be paid for offline as well.
