I need to program against nbill objects/tables and some documentation (or better yet an API) would most certainly help.

Yes I am aware of this shortcoming. Of course it only affects a tiny minority of nBill users, as most people who use nBill are not programmers, and those that are can often figure out what they need for themselves. As such it has not been a very high priority, but I acknowledge that there are more complex cases like yours that would benefit from more developer documentation.

I know this topic is epic old but as a developer if you need to you can create the diagram automatically using a number of different software. This will give you the relational diagram, then you just need to read the documentation for what the fields are. Um, try google "create sql diagram". lots of options.

It would be nice to have but based on how few people need it and the ease at which a developer can work things out I think its fine for the time being. This may come one day as more and more API features are intuitively added over time and it becomes worth spending the time on this.
