Does importing clients also create a Joomla user?

I am taking the final steps to complete the transition from QuickBooks to nBill.  I am going to import my customers into nBill and wanted to make sure that a Joomla user would be created when I do so.  Also, am I to assume (based on my other post) that a "new user details" email will NOT be sent to the newly created users?

You would have to include a username column and a password column in the CSV file for it to create new Joomla users (if you go to Configuration->Import/Export->Clients, then click on the 'Client CSV Import Help Text' link, it gives you a detailed explanation). nBill does not send an email to the client when it creates a new user record.
