I am evaluating a nBill. I downloaded com_nbill_2_3_0_for_joomla_1.5.zip & using it with free license key. I was able to create multiple vendors. Also I was able to configure a single paypal account. But, I did not find option to create & configure different paypal accounts for different vendor. Is it possible in nBill?

No, I'm afraid that is not supported at the moment.
