Upgrade 2.0 to 2.3 instructions confusing

I am trying to upgrade my 2.0 to 2.3 using Joomla 1.5. Instructions say you do not have to uninstall on Joomla 1.5 but when I try and use the installer to install nBill I get the error " * JFolder::create: Could not create directory * Warning! Failed to move file."
I tried setting the permissions to 775 on the folders /administrator/components, /components and /media and this did not work.
Any ideas?

If your server uses suPHP, the folder permissions should all be 755. If not, it depends which user owns the files - if the files are owned by your FTP user, you would need to set permissions to 777 to upgrade using the PHP user. Folder permissions would have to be set recursively, as sub folders might have different permissions.
If you originally installed nBill using the Joomla installer, and have not changed any file or folder permissions of nBill files since, just re-installing should work ok. However, the error messages given by the Joomla installer are rarely very helpful, and sometimes throw you off the scent completely - it can look like a permissions problem but turn out to be something else. If you have tried experimenting with permissions I suggest you try using the 'install from directory' method - ie. unzip the component on your computer, upload all the files to a temporary folder on your hosting account, then enter the location of that folder in the 'install directory' setting on the joomla component installer and click 'install'.
